2025 Legislative Accomplishments
Prime Sponsor of HB 597 Diabetes Management in Schools: Allows public schools to obtain, store, and administer emergency glucagon for students with diabetes. Schools may partner with manufacturers, accept donations, request prescriptions, and ensure glucagon is available according to a student’s medical plan. Requires emergency notification procedures and directs the State Board of Education to adopt rules while providing certain liability protections.
Prime Sponsor of HB 4031 City of Oviedo: Authorizes the Division of Alcoholic Beverages and Tobacco to issue or modify special licenses for businesses within Oviedo’s Arts & Entertainment District to sell certain alcoholic beverages. Requires licensees to meet all statutory requirements and clarifies that these licenses are in addition to other authorized temporary permits.
Prime Sponsor of HF 1477 UCF Post Traumatic Stress Disorder Clinic: Provides an appropriation of $500,000 to the University of Central Florida for retention of personnel at the Post Traumatic Stress Disorder Clinic to provide the needed services at no cost to Florida’s veterans, military personnel, first responders and victims of the Pulse Nightclub shooting who suffer from PTSD.
Prime Sponsor of HF 1014 The Foundation for Seminole County Public Schools – School Supply Vehicle: Provides an appropriation of $75,000 to The Foundation for Seminole County Public Schools to purchase a high-top van for a free mobile teacher supply store that relies upon donations. The van is used for supply donation pickups as well as is taken to high need schools.
Prime Sponsor of HF 1643 Winter Springs Michael Blake Blvd Reclaimed Water Main Extension: Provides an appropriation of $380,000 to the City of Winter Springs to install approximately 4,500 feet of 6-inch reclaimed water piping along Michael Blake Blvd. This project expands the city’s reclaimed water system and reduces the use of potable drinking water for irrigation. Additionally, this is expected to supply 24,635 gallons of water per day of reclaimed water to customers.
Prime Sponsor of HF 1174 Oviedo High Water Rescue/Wildland Fire Apparatus: Provides an appropriation of $275,000 to the City of Oviedo for enhanced training for members of the Oviedo Fire Department, as well as a faster response time for units that will be able to stay within their service area.
Prime Sponsor of HF 1112 Maitland Police Department Emergency Operations Center Hardening Project: Provides an appropriation of $87,500 to the City of Maitland to allow strengthening of its emergency response capabilities. This project addresses critical damage to the department’s Emergency Operations Center, ensuring that the Maitland Police Department can continue protecting residents during hurricanes and other emergencies.
Prime Sponsor of HF 1230 Winter Park Vehicle Threat Mitigation: Provides an appropriation of $62,500 to the Winter Park Police Department to purchase and deploy mobile vehicle-impact mitigation barriers for large pedestrian events. These barriers create a hardened line of defense against vehicular attacks and improve overall public safety.
Prime Sponsor of HF 1113 Maitland Traffic Signal Hardening: Provides an appropriation of $400,000 to the City of Maitland to replace the outdated cable-supported traffic signal at the intersection of Maitland Avenue and Horatio Avenue. This allows the city to install a stronger, more resilient mast-arm signal to improve traffic flow and enhance public safety during severe weather.
Prime Sponsor of HF 1068 Inspire of Central Florida – Operation G.R.O.W. (Giving Real Opportunities for Work): Provides an appropriation of $496,295 to Operation G.R.O.W. enhancing existing abilities of program participants by developing additional life enrichment and job readiness skills to secure competitive, integrated employment. This is accomplished through real-world work and volunteer experiences, classroom instruction, and partnerships with local businesses.
Prime Sponsor of HF 1115 Winter Park Stirling Avenue Bridge Replacement: Provides an appropriation of $500,000 to the Public Works and Transportation Department of the City of Winter Park to replace the aging wooden culvert bridge on Stirling Avenue, ensuring continued safe and reliable vehicle and pedestrian travel. This supports the approximately 10,000 vehicles that use this corridor daily by improving infrastructure stability, traffic flow, and long-term public safety.
Prime Sponsor of HF 1039 Seminole County Juvenile Drug Court: Provides an appropriation of $400,000 to maintain, enhance, and expand the juvenile drug court program in Seminole County.
Prime Sponsor of HF 1114 Dr. Phillips Center’s Rooftop Terrace: Provides an appropriation of $600,000 to the Dr. Phillips Center for the Performing Arts to support the development of a new state-of-the-art rooftop arts venue designed to attract local, statewide, and international visitors. The project reimagines the Dr. Phillips Center’s rooftop into a vibrant multipurpose space that accommodates events, performances, pre-show dining, and educational programming.
Prime Sponsor of HF 1075 VetConnect Solution – Improving Florida Veteran Experiences: Provides an appropriation of $500,000 to Qualtrics for the development and implementation of a statewide Veteran Experience Program designed to improve how Florida identifies, understands, and supports its veteran population. This initiative enhances awareness of available veteran services, increases the accuracy of veteran identification for benefits, and builds a statewide system to better assist with veterans’ needs.
Prime Sponsor of HF 1704 Altamonte Springs – CraneRIDES Fleet and Route Expansion: Provides an appropriation $750,000 to the City of Altamonte Springs to expand CraneRIDES AV Transit Service with a new route in East Altamonte – an underserved, historically disadvantaged community. The project improves access to jobs, schools, affordable housing, the Altamonte Mall, and the SunRail Station, strengthening economic mobility and connecting residents to employment, commerce, and entertainment across the region.
Prime Sponsor of HF 1157 Seminole State College – Workforce Building B: Provides an appropriation of $10,000,000 to Seminole State College for the construction of a new workforce, science, and technology building to expand instructional and training space for high-demand programs such as nursing, health care, respiratory therapy, and other critical workforce fields. This request advances the project beyond planning and design toward full construction.
